Authorization and statement on economic parameters
The authorization is a declaration which states that there are no obstacles to starting a business.
All non-EU citizens who:
> Have no residence permit;
> and who want to replace their visa or study residence permit with a work residence permit;
must apply for an authorization, if they want to start a business such as a sole proprietorship or a company, or to be managers/auditors in a limited company.
The statement on economic and financial parameters sets the amount of money that a non-EU citizen must have to start a sole proprietorship. Currently, for any type of business, that amount is € 21,009 as set by the Foreign Office Decree of 11/05/2011.
The Chamber of commerce is competent to issue such statements for any type of business that can be registered in the Business Register. The Chamber does not have to verify that the aforementioned amount is actually held by the applicants.
The Chamber of commerce is competent to issue an authorization when the business (so-called "free activity") must not be previously authorized by any other public body, such as government, region or municipality. When such prior authorization is needed, the Chamber can only issue a statement on economic and financial parameters, if requested by applicants.

Things to do
Foreign citizens can apply for the aforementioned authorization and/or statement at the One-Stop Desk, via Meravigli, 11/a- 20123 Milano, by booking an appointment via Servizi Online. A stamp duty of 16 euros must be paid.
Required documents:
- If the applicant wants to start an authorized economic activity, he must submit a photocopy of its fiscal code card;
- If the applicant has a student residence permit that must be changed into a self-employed residence permit, he must apply for the authorization/statement in person, filling in the MO-DA68 form. A stamp duty of 16-euro and the applicant's signature are required;
- Iif the applicant has not applied for a residence permit yet, and is still residing abroad, he can either apply for a temporary business visa in order to submit the required documents, or appoint a proxy who legally resides in Italy. In this case, the proxy must submit the application in person and
- Fill in the MO-DA69 form, which must be stamped and signed by the proxy himself;
- Fill in the MO-DA70 proxy form which must be:
- Signed by the non-EU citizen residing abroad, in front of the Italian Consular Authority of the non-EU citizen's country of residence;
- Stamped with the visa of the Consular Authority. It must also state that the non-EU citizen has signed the form whilst abroad.
The proxy must submit an original MO-DA70 proxy form, which may be accompanied by a certified translation.
Things to know
Non-EU citizens who want to start a self-employed activity in Italy, such as being partners or managers of a partnership, legal representatives of a foreign company, or family workers of a sole proprietorship, can no longer apply for a self-employment entry visa.
Therefore, they must already have their residence permits before starting the chosen activity. When renewing the permits, they could also request to change them into self-employment residence permits.
